I would like to ask for advice.. your opinion and experience please.
There is apartment in new building, neighbors all barang, studio style.
Do you think guys that 28,000$ is a fair price to pay for the apartment ???
Instead of paying rent 200$ every month for places like this, is it good idea to buy ?
Location: Sihanoukville near Victory Hill. (near the dolphins junction)
2nd floor, fine quality building, no furniture, quite area, looks fine.
Size is about: 4x11 ~ 45 sqm.
the land owner is khmer buy he sell condos, got hard title. Good concrete road.

That's a very small apartment. I don't know much much about prices in sihanoukville, but let's guess they are 30% below Phnom Penh (correct me if I'm wrong).
So $28k is $600m2. Adjust that to PP prices, that's $900m2. For that money I would be expecting a modern building west of Monivong with secure off street parking and security.
If it's just one floor of a shophouse with no facilities it's way over priced even at Phnom Penh prices.

Way overpriced unless it's in a modern building with parking and security, aircon'd lobby etc.
As you describe it it's probably worth 10-12k , tops. Victory hill isn't a prime location either.
Ps and rent on those places isn't $200 either... Looks like someone's been taken for a nice ride.

The prices in Phnom Penh 50% more high to my opinion.

The price is OK, you won't buy anything for much less. The owner has hard title but you will not I would think. A building owner has to pay so e department a lot of money to enable upper floors to be hard titled for foreigners.
There is an Israeli building apartments down in the swamps on the west side of Eckareach, they cost in the thirties I think and probably don't have title either but they would be better than what you are contemplating. He is called Tom something, he and I are facebook enemies.
As for victory hill or actually weather station hill, it belongs to the meteorogical department and it will all be developed one day, hopefully anyway!

You obviously know fuck-all about titles. Many other posters have proved you a fool. Dagenham has been behaving like a prick ever since he bought his apartments, shouting down anyone who expressed caution. It's almost as if he is shouty crazily convincing himself he did the right thing. Which he may well have done - who knows.
