4% tax being demanded on issue of hard title from soft title
Here in Kampot the tax office is demanding 4% of present day sale value of land and improvements on the issue of hard title.
They are in the process of converting all soft titles to hard titles and last year people were paying approx 250 riel per square meter.
Now they want 4% of their valuation of $20 / m2
I cannot find a law or prakas that says this anywhere.
Can anyone throw any light on this subject.
There are a lot of angry Khmer here...some paid $800 for land and shack and are being charged $500 to pick up title.

What happens if they don't go and pick up the hard title ? Is there a deadline by which it has to be done?

It stays as a soft title,
There are lots of people who can't complete their paperwork because of absentee neighbours who have not signed off the common boundaries, also they make you go back to the person you purchased from and have them give you a copy of ID card and thumbprint that they have no interest in the land...
Not sure about deadlines.

Most barang will have soft title with the price paid and that's what they will base the 4% on. Possibly.

4% is the amount you pay if you sell...this is just for issue...and they are issuing...it wasn't requested

I looked at some land ( to be placed in GF's name) in Kampot in July, UNLESS it was riverfront land less than 2 kms from town it was well under $10/sq m
Found some 6 kms from town down a dirt road on the river( 50 meters riverfront for $8.50/

It's supposed to be free, part of the nationwide issuing of Hard Titles, all of ours were free. Try googling it, there have been media reports about it in the past.

Be aware that you cant own riverfront. Ownership of the first 20 to 30m will always remain with the government. I have seen a few soft title sales that include this land as part of the soft title but when converted to hard this area will be removed. The confusing thing is that you will have the right to use it and build movable/lightweight structures on it but if ever the government want it they can take without compensation (although in reality for many plots this will never happen)
