Thank you Scoffer for sharing your misfortune, it's pretty easy for people to critisize and belittle, but I also believe that family members should be given a bit of trust.
My wife was once very angry when she agreed to "lend" 100 dollars through her sister to a cousin to buy medicines for her sick child, only to hear later from her sister that she gave her 200 dollar because that was "agreed " to, and then when they called the cousins' mother who was looking after the child, the child was heatlhy all along. My wife was steaming with anger.
I thought it was not the most expensive way to find out that this particular cousin just can''t be trusted. (after reading your story I thank god we didn't buy land from her)

Since I have skin in the game here and have been dealing with this right mess that scoffer got us into* I will do an update on this one.
When the agreement was made to purchase I got my lawyer involved who drew up a contract. It cost a lot, $1,000, but this has saved us.
After giving the SIL lots of time to get this sorted I called in the lawyer. Things moved pretty well and for Cambodia pretty quickly from there albeit it was not simple (reference my thread Cambodia - where simple becomes complicated http://www.khmer440.com/chat_forum/view ... =1&t=60669 ).
My lawyers made it plain to her just how deep a hole she was in with the contract she had signed. So she and they met with the Sangkat and later the lenders, who turned out to be a Tontine. She finally admitted to the lawyer that she actually owed the money (she had been denying this to one and all since the affair started). She asked my lawyer to help her. He told her that since he may have to sue her soon on our behalf he could not act for her. But he did help her out and helped with the negotiations on her/our behalf.
In the end it was agreed that the Tontine will take a significant haircut and the SIL will get a little bit. They were not able to open the joint bank account (however I did this for a recent property purchase in SHV with no problems) to hold the money as this proved too hard and the Tontine people agreed to trust my Lawyer to hold the money until settlement.
The upshot was on the third attempt the SIL, the Tontine representative and my nominee (SHV based Khmer Driector of my property holding company) all thumb printed an agreement on Tuesday. The Tontine will lift the lien on the property, which will take a couple of weeks to get done at the Sangkat. Then about a week later the property should be transferred and monies dispersed upon title being in our control.
Here is hoping it will still go smoothly but I expect the simple to become complicated as usual.
* I actually do not blame scoffer one little bit, I am a big boy and went into it with my eyes wide open and happily. In fact I probably talked him into the deal. It's just that, like most old timers here, it is nice to hang sh1t on him.
PS: for the record, my friend scoffer is not really as slow as he makes out, but he is retarded in relation to computers, the internet and travel bookings.

They met me. But you cannot get blood out of a stone and the SIL had disappeared on them. She was going to owe us a shed load of money on default, which would have had a court order. A Tontine is illegal and push come to shove we could have probably got their claim tossed out. I also think the agreement has terms for her to repay them the balance but I am not sure of this. All I care about is them lifting the lien and we cannot be held responsible for the actions or intent of others.

However I can add that as a result of the lies and bullshit told, the lady in question is no longer welcomed into the family and her husband has divorced her.
Which I find somewhat sad, because the brother is a nice bloke and it appears he was somewhat take in by this lass and did not expect her to try to scam family members.
