Recently paid a deposit and signed a 6 month contract for a top floor apartment (13th floor) near Russian market. I'll be moving in next week.
It hasn't crossed my mind until today about heat in the top floor. How hot does it get in the top floor units in Phnom Penh, does it get unbearable?

It really depends on the roof above you.
Is it tiled or corrugated. Is there a roof common area above you or is your ceiling directly connected to the roof?
I had a top floor apartment for a few years and yes it got pretty hot. There was about 3 degrees Celsius difference between my house and those on the floor beneath in hot season.

Also depends on directions of windows. Any room where the afternoon sun can shine in will become unbearably hot. Bedrooms to the east is nice, gets cool and wakes You up in the morning. Double glazing helps. But if You got a good deal then just run the aircon a bit more and accept a higher electricity bill. And 13th floor is a bit up so You can keep the windows open without too much dust coming into the apartment.

Bedroom is facing east so that's a comfort and there's some space between the ceiling and the actual building roof.
I suppose not much to it but to wait for the move in and cross my fingers for luck.

Living in such a high floor, my chief concern would be wtf I am going to do when stuck in the elevator during the power outage.

I would think all high buildings (with elevator) usually have generators? If the building doesn't have an elevator then the heat is the least of your problems.

You might be right. Experienced it twice at the Lucky Mall escalator, took a few mins for the generator to kick in. If you don't have an aircon yet, you should try to get one. and you could also let some foil sticker guy make your windows sunblocked.. you could use that foil they also use for cars. They charge about 5$ for a window, this could save you some energy.
