Due to time constraints this week did not do myself I went with an agent arranged through my work.
Cost $50 but they renewed my licence for 1 year from now when my licence was 2 year expired. In past I have been charged for time expired ( I don't drive that often)

Here is the process...
1. Go to The ministry of public work and transport. It is a pain to get to, it is quite far away from pretty much anywhere. Here is a Gmap:

You will need:
A - Three passport photos
B - Copies of your visa and passport (you need to bring the passport which is connected to your visa). There is a photocopy shop on site which will do it for you - unsurprisingly it is more expensive than normal shops but its not too bad - 500 riel for one copy.
C - If your address has changed then you need proof of new address, can be a housing contract (must be stamped by Sangkat) or a letter from employer
D - your old license
E - original passport (just to show them)
This recent article I found https://www.b2b-cambodia.com/articles/h ... g-licence/ explains it similarly, with just a few differences to your experience (3 passport photos vs. 5). Also, according to this article, you can get it done at "The Department of Public Works and Transport, #106 Preah Norodom Boulevard". Is there a reason you went to the office north of the city instead?

I was under the impression that the norodom office had moved out to Chea Sophara Street - could be wrong. I live at this side of town so it wasn't really an issue for me.

Update: I went to the office north of town to get a new license (aka transfer my Canadian to Cambodian). I brought all the paperwork the article above recommended, but they had a problem with my rental lease (residency proof) because it wasn't stamped by the Sangkat. But the guy offered to "do it for me" for about $10 more than the official fees. Landlords should get contracts stamped by sangkat but often don't because it cost money. A residence book is a document for locals only. At AEON mall they can only do renewals for locals and foreigners are instructed to go to the ministry.
Did you go through the proper channels at the Ministry or did you use a 'fixer' outside? Official fee is only $10 - so $10 more would still only be $20...
I'm pretty sure your contract has never been to the sangkat, i'm guessing you probably wouldn't recognise a sangkat stamp if you saw it.

What happens if you don't have a lease, like if you are newly arrived and just staying in a hotel? I have some random address on my Cambodian licence, the same one since 2010 but have never resided there nor do I know who lives there.
