It means the import taxes were not paid, that you can't register it under your name and that you can't get a legal plate.
Unless you pay the taxes, you'll just have to drive around with a fake plate and hand out a few dollar bills whenever you are stopped (happened twice to me in the last year).

And if I pay the import taxes then I can register it under my name, drive around with a real plate and still hand out a few dollar whenever I'm stopped?
You can't just buy any bike with no papers and go to the registration place. You could probaly do that 10 years ago, but not now. I bought a 250CRM and tried to register it but no way. You can have fake papers but no real.

What they said, you can get a fake plate kinda cheap or get it from a bent copper (I should probably just say copper here..) and pay $30. Or try the markets for written off bike plates.

When I bought a bike, I paid $25 to register it and had all the paperwork and got a plate a few weeks later. I also paid 5000 KHR for a tax disc which I had to buy once per year.
