disclaimer: I have no experience with this and its just based on my reading and researching on the web.
if you are coming across from thailand for a few months a year it should be ok, most of the accounts I've read is that noone has had trouble with thai bikes, just the usual situation when pulled over looking for a cambodian license, lights on during the day, or anything else that could cost $
or do you mean that the bike will be permanently in Cambodia, and you'll only be riding it a few months of the year?
in that case I imagine it'll be hit and miss, you might be fine for years or you may get fined the next time you try....
by all accounts getting it across the border is where the real confusion is, just about everything I've read has said something different about what is required.
maybe someone else can tell you the cost to import and re-reg, that said have you looked at selling it in Thailand and buying a bike in KH with the cash? that sounds like the most straightforward way to do it to me...

I have been riding my Honda Phantom here, which I rode over from Thailand 15 months ago.Still have Thai plates,no rego or insurance and no HASSLES with the law.Have never been stopped, the cops don't even look at me at road blocks.
When entering Cambodia,go to immigration,of coarse then just by-pass customs.
If you intend to return bike to Thailand, you only get a 1 months exit permit from Thai customs,if you overstay it is Baht 200/day,Max Baht 2000 for 6 months and after that if returning they can/will confiscate your bike

"OM Shanti"
I had Viet reg on one of my old bikes, which eventually was imported though. 09' Sonic 125 (manual clutch bike), paid $84? import tax but my uncle did all the paperwork and eventually just bought the bike all together from me because I didn't want to deal with it. There's a post on here I wrote about it somewhere but I'm too lazy to find it and I'm "working".

It depends on whether they class the bike as a 'Japanese bike' or a 'Chinese/Vietnamese bike'.
If 'Japanese', 2009 and between 90cc and 125cc you are supposed to pay $600.
If 'Chinese/Vietnamese', 2009 and between 90cc and 125cc you are supposed to pay $400.
