If I read you right, I meant that $490 is about as cheap as you are going to get for a fully legal Cub. It's a good price for the bike that is bodged. I know a lot of people who always ask for a $350-500 bike and expect to get something good. My response to everyone is always "Spend more money and save yourself the hassle."
However no matter how often I try and tell people that $500 isn't simply enough money to get a good bike, I always hear about people trying to get a cheap bike against recommendations. So I posted up so "photo evidence" on what you're actually getting for that price and why it's a bad idea. It's not a simple (looks ugly), it's a lot worse than that as you can see.
Anyway, my opinion is that if you get a used bike like a Wave 125 for $800-1000 ish, you can save almost a $1000 over a new one, and to me that's worth it, even if you dump $200 in repairs on it at the dealership (which is not the greatest, but at least they give you good parts, have semi competent techs and wont sell your engine on the side and put in a really bad one in it's place). I bought a Wave 125 for $700 with a bad motor and rebuilt it and sold it for $1100 the year after the rebuild so I lost no money (rebuild was $375) on depreciation so it was worth it to me financially speaking. Hated the bike though honestly.
But if you just want a moto and you couldn't care less if it was the latest greatest, don't get a used Cub or whatever for $700-800, get a new Wave Alpha or Yamaha Taurus base. $1000-$1200 and it's a brand new bike, can't beat that.
If you want a $500 or less bike, forget it, you're going to get crap. That was the point of the post.
