Can't get plates/registration as a foreigner?
Hi,
Just bought a bike new from yamaha dealer. Went to the motor transport office on national highway 6. Some guy there said I can't get plates for the bike as a foreigner.
Is this true? I have a my passport which was used to purchase the bike fine. What's the point of selling bikes that can't be registered?
If someone can help me out here, would be appreciated.

Sorry, I guess it's registered and has tax paid, I have the papers for it.
I meant plates and ID card.
What is the cost as a foreigner? The guy there just flat out said not possible.
Can I find a Khmer friend who can get the plates for me under his name? Is that an option, or does it have to match what is on the receipt?

When you buy a bike new from a dealer it should come with the customs form showing tax paid. If you bought from a proper dealer then if you don't have it, it's an oversight so go back and insist on getting the form.
The new bike won't have plates or registration card. This is the responsibility of the new owner. It can be done for a foreigner, as Jaap says it costs about $70 - that's exactly what I paid 4 years ago. For Khmer it's much cheaper, I think there may have been a price reduction a few years ago... could be less than $20.
You could get a trustworthy Khmer friend to do it for you, as long as you hold the card yourself it should be safe enough.
For the bike I bought new I got the card in my own name, for the other bike I own I have a reg card in someone else's name.
I got my Honda Cub's ID and plate in my wife's name for $27 including $2.50 for engine number rubbings tracing things and $1.25 for plate rivetting.
It would have cost $40 for me.

First thing is go back to the dealer and ask if the plates are coming. I bought a Yamaha from an official dealership and the quoted price included plates but I had to return a couple of weeks later to get them fitted. If not already paid for ask them how much to do it.
Yes , you would to have a tax paper if you brought it over from another country. What I was mainly talking about is registering the bike in Cambodia in the owners name. The tax is nothing to do with you, if you bought it from a shop that imported it. Would still be good to have the paper yourself here I suppose. Vehicle registration in your name will give you the reg document. A dealer that sells new motorbikes I would have thought would cover the whole process for the buyer, as it's a good selling point along with a free helmet.
I'm surprised the dealer made you do it yourself.
I don't think I'd want to buy a bike here without the reg doc; engine/frame numbers, date of manufacture, engine size, color and of course license plate number and owner. I'd also definitely want it in my name in case I wanted to ride it to Thailand.

You'll get the plates when you register it. The ID card comes later.

I just bought a new Honda Dream from a honda dealer.
I have to wait for it to become registered, get the card etc but they put on the plate itself at the time of purchase. I payed for the bike and picked a plate-number from the available ones. Then she gave it to the guy who were preparing the bike for my departure on it.
They charged 82$

I was in what I have been told is the official Honda place on Monivong today (near Mekong bridge). I asked about whether the bikes come registered and plated. They said yes, but they were skeptical about foreigners. I expect if I had pushed it into speaking to the manager something could have been worked out. Incidentally, very good prices compared with those filthy street shops - very clean work area with proper hydraulic work benches, air-power tools etc, and good range of Honda parts. Chain and sprocket set was $15 (Honda Thailand). I was quoted the same for a Thai copy from my usual street shop mechanic's.
There's a young guy in the back office that speaks good enough English.
