It used to take at least 30 days to get plate and card, maybe faster now.

To register a bike as a foreigner, you must buy a new bike from a dealer. Dealerships will deal with the registration for you.

I bought a new moto a couple of months ago. We did the paperwork in the morning and by 4pm the plate and card were ready. The card and plates have a scannable QR code so as soon as the police pull you over and scan it (which they actually do now), they will see a photo of your friend instead of you and all of his information instead of yours.
