There should be a law going into effect sometime soon banning used car imports over a certain number of years (I heard the Ministry floating for 5 years as the limit). I would say it's probably doubtful they would include a clause "except for vintage and collection automobiles", but there would probably be an exemption for diplomats and the such.
When this law will actually be announced is anyone's guess. My guess is around midyear.

So essentially a tax on the poor and middle class? Because unless they lower the import taxes, that's what it would be. How very Cambodian.

The benefits would include increasing consumer protection (safety) and environmental standards, while reducing cluttering on the roads. It is fair to the authorized car importers that are fully tax compliant.
Currently, 83% of all imported automobiles are used.
I think there should be some middle ground. I agree with you that taxes should be lowered on automobiles (at least entry-level ones), but also think that there should be equal standards in place for used and new imports (which is just touching the tip of the iceberg of issues around this topic).
They need to enforce the vehicle inspections roadworthy and actually make it tougher. All they do now is make sure it has four tyres and lights. This needs to be done particularly on trucks which damage the roads with crap suspension, it’s not necessarily the overloaded ones which damage the roads.
In the west any severe corrosion is a fail on the chassis or brake pipes. Bad emissions - fail. Low braking force - fail. Misaligned lights - fail. Cracked windscreen in drivers view - fail. Wipers corroded/damaged - fail. Etc etc
It’s even stricter on trucks and taxi or private hire have two roadworthy a year! (Not sure about those Uber wankers though)
I think it’s pretty hypocritical of expats not bothering doing a roadworthy on their cars. There was a piece in Bayon Pearnik about the authors Tico and how he doesn’t bother to insure, tax or roadworthy it. Good luck if he hits anyone. If you can’t afford to run it get a Moto.
Saying that I may drive whilst I’ve had a few beers so there you go!
A simple VIN check will reveal any dodgyness.
I was looking to buy a brand new Porsche recently but then I realised the price was in USD not riel.
