In New Zealand they were popular. Reliable and cheap. Second hand they are a good buy. Huge depreciation from new. Old technolgy diesel - no common rail from memory, so servicing very important. Prodviding a reliable mechanic gives it the OK should be a good vehicle.
They are really the Lada Niva's of the 90's.

Kia Sportage's are shit. Simple. They are shit. Khmers don't like them because they brake down all the time, and no-one here knows how to fix them properly.
As for a Range Rover, arghhhhhh. I just got offered one this morning by a Hun who said he got it brand new 6 months ago for $150,000 including genuine tax. He offered it to me for $120,000. I laughed almost hysterically. First i laughed at the fact that he thought i had $120,000 to spend on anything, then at the fact he thought I'd spend it on a car if i did have it.
Best car you can get in Cambodia right now is a '96 Camry. They are reliable, everyone knows how to fix them, and that particular model looks pretty good. They also only depreciate by a single digit percentage every year. You can pick one up for $4500-$6500 depending on the condition and the interior. It's the car of choice for rich Khmers who want to pretend they are middle-class self made blah blah blah (ie, it's what they'll all be driving when the anti-graft stuff kicks in).

I've used a tuk tuk all the time since i got rid of the car and had most of my bike stolen. I don't want to drive a car around PP coz it's a pain in the ass, and I don't want another flashy bike that will get stolen again. Tuk tuks are great, you just sit back with a cigarette and wait till you get to where you're going. No hassle, and no worries of getting robbed.
This pretty much sounds like the natural progression of transportation solutions in Phnom Penh.
