My old computer wouldn't boot up and I took it to the one place on Kampuchea Krom that seems to actually work on computers. He says the motherboard is finished and cannot be repaired.
When I asked him about recovering files/data on the hard drive he said that, if it's on the D drive its no problem. But if it's on the C drive, it is likely not possible, although it may be possible.
This seems odd to me as I've never heard anyone say that data can't be accessed from the C drive. I've always heard that a hard drive can be disconnected from a computer and the data recovered from it, provided that the hard drive is not damaged itself.
Anyone know anything about this or have any thoughts?

Just install your old drive in a USB case and you will find all your files there on any other computer.
Maybe a little headache to ID them but will all still be there.

Both partitions should be accessible without any issue.
Put the hard drive in an external enclosure and connect to another PC and your files will be there.
He probably means if you want to reuse the same hard drive after replacing the motherboard, unless you use *exactly* the same model of motherboard, you will need to reinstall windows.
The default way do that here is to wipe the partition and drop an image that contains the whole windows & cracked software suite.
If that happens, your data on drive c is gone.
Hard drives are so cheap, get a new ssd drive and motherboard, and either keep your drive as an external with a $20 external housing, or have him install your old drive in the machine so you'll have the new fast SSD as C with windows, an your old C and D as D and E drives.

I guess if he says it can't be done I'll just take the hard drive somewhere else to try it.
Another caveat- the files I'm after were encrypted. I assume once I have the files I can just install the same encryption software and decrypt it?

Just to reiterate the above comment. You will need the key to decrypt your files. (NB: for bitlocker the password is not the key.)
Most encryption software prompts you to make a copy of the key and store it somewhere safe during the setup process.

Over the years here I've had 2 motherboards die costing me a total of 3 drives. The first motherboard that died left the drive intact, the second killed 2 drives. All were SSD.
Lessons learned: 1) Don't charge with a socket in a public space which a cleaner may just recently have "cleaned" by spraying directly into, 2) Don't leave your laptop running for a month straight without being powered off.

When we have power outages it can surge when power starts back up delicate electronic don't like that.
When you went to check on the progress of the repair did they try to give you back your computer in pieces ? That's a common scam here especially with laptops, you go in and they tell you it's the motherboard and not repairable and will hand you a bag of the computer all in pieces. If you pay you can take the pieces if you pay more they will reassemble it if not they will keep it and usually put it back together and sell it when there was nothing really wrong or something repairable.

1984 and kiniiaew, as far as I remember there is no key associated with the encryption I was using but I will google it to check. i usually bring a surge protector everytime i come, i get it from amazon. just make sure its rated 220-240 volts.
