Assuming, https is involved, without MitM break-ins (Did you get certificate error messages?), the whole network does have zero opportunities to find out, what content in which format you are pulling. Could be more of an issue, that other ports then port 443 are being used by the content provider, which ports might be given less priority by the network operator, with the soggy responsiveness as a result.
And: In Cambodia, you are usually at the pretty far end of the Internet chain, which implies, there are a lot of network hubs in between you and the factual content deliverer. And each network hub adds a little delay to the connection. This adds up pretty quick, increase latency and ruins the responsiveness of the network, even when the throughput (ie speed) of the network is still OK. When I do remote desktop to my office in Europe, it's OK from Hong Kong, it's doable from Bangkok and in Phnom Penh, the mouse gets really jumpy. My experience is, that mobile networks in Phnom Penh are significantly better then fixed lines.
(Before passing on the network packet, a network hub does have to wait until the whole packet arrived, re-queue to its output side, each aspect adding a few micro-milli seconds to the delay. Not to talk about an overload situation, where packets do get dropped and retransmits are needed, this also applies to fiber networks, which -depending on glass quality- need the collect/transmit every 5-30 km. This is a major reason, content providers do have their CDN locations spread around the globe.)
