Quote from "PPP"Police Blotter from 9th April,
" A soldier found himself in an off-duty battle, the 42-year-old caught a man breaking into his car.
The soldier fired warning shots & shot the man in the leg as he ran. "
It's good to know that they also have mastered the art of firing warning shots that actually hit the person.

I refuse to go out with nothing more than a whimper followed by a small farting sound and a shit stain on my bed sheets..
Just thought I'd share that with you.

It seems his name is Alan Goetsch and one of his scams was soliciting funds from families of MIA soldiers to buy a motorhome that said he would be using as a safe house for soldiers he found.Falcon Randwick wrote:
Nov. 17: In response to request of the US Embassy in Cambodia, the National Security Ministry police arrested and confined American nationality Alan Goetch, whom the federal police had for along time been trying to find and capture, because of his involvement in too many legal scams, bogus bamboozlements and other nefarious shenanigans. One K54 handgun, a Praha, three handgrenades and a number of things were confiscated.
Alan Goetch, still hanging around in Phnom Penh? Seems like a handy bloke to know...

It appears that Goetsch is still alive and active on Twitter and pinterest and is some kind of religious nut.

He's got a colorful past to say the least, including impersonating an army officer and infiltrating an army base and doing parachute jumps

2014. TK's still like that?

In the early hours of Monday morning, two brothers from Phnom Penh’s Tuol Kork district were still wiping the sleep from their eyes as their attackers approached.
As the sun came up while they waited for a bus to leave the capital, two young men wielding long swords took all of their possessions, which they were taking back to their home provinces.
Police arrived too late. The victims were brought to the station to try and describe the suspects.

Defiant drug den finally shuttered by PP cops
Mon, 10 March 2014

Recreational drug users at a guesthouse in Phnom Penh’s Tuol Kork district were living the high life until last week, with meth deliveries to the door and an owner who allegedly tried to block police raids on three occasions.
But drug cops broke up a private party there on Friday, barging into the guesthouse and finding a group of young men using their room as a temporary meth den. Police arrested five men aged between 18 and 21 in their room, where they also found two small methamphetamine packages and drug-taking paraphernalia. NOKORWAT

Two men in hot water after solar panel deal

Phak Seangly
A purveyor of solar panels in Phnom Penh got burned on Wednesday after making a sale on faith and never getting paid, police said.
The two suspects, aged 19 and 20, allegedly bought the panels in November, promising to pay on February 1.
The date came and went, and when the business owner called to collect, the men told him they would pony up when he transported even more panels to Svay Rieng province, according to police.
Smelling a trap, he filed a complaint with authorities, who pulled off a sting and arrested the two. KOH SANTEPHEAP

A university student will likely be hitting the books rather than hitting the streets after an incident with prostitutes on Friday.
Police said the young man left a party to look for paid companionship in Phnom Penh’s Daun Penh district, and soon found himself negotiating terms.
Determining that robbing the man would be more profitable, the woman and seven of her friends set upon the student, knocking him down and taking his wallet, phone and motorbike.
The man called for help, but there was no one around to hear, and the suspects escaped. KOH SANTEPHEAP

Expat drug traffickers get 25-year sentences
Fri, 7 September 2012

An Indian and a Lao man were handed down 25-year prison sentences for trafficking just under one kilogram of methamphetamines in August last year.
Phnom Penh Municipal court presiding judge Sin Visal said the Lao, Den Kaseth Pataphy, 48, and the Indian, Bhagat Shiv Dayal, nicknamed Sunny, 28, were also fined 60 million riel [US$15,000] for the drug trafficking in the capital’s Russei Keo district.
During the verdict announcement, Pataphy blamed Sunny, who in turn blamed a third man and his female accomplice for setting the pair up.
“Phataphy had no involvement in this drug trafficking,” Sunny told the court, protesting both his, and his co-accused’s, innocence.
Heap Darat, the Ministry of Interior anti-drug police officer who led the crackdown, had used undercover police officers, posing as drug dealers, to trap Sunny and Pataphy. The undercover cops were allegedly the “accomplices” of the two blamed.
The men were arrested last August and have been remanded in pre-trial detention since.
