DUI German broadsides and kills a Khmer

Time and place of accident: Occurs at 8:25 pm on the evening of the 26th of April, 2013, along Ekareach Street, by the Oa Somat អូរសំអាត, in Group 12, Village 1, Commune 3, Sihanoukville.
Vehicles involved: 1) a dark blue Rebel ‘A Chgai’ motorbike, license # Kampong Som 1E-0607, driven by a German, and 2) a black Honda Dream 125cc moped, driven by a Cambodian.
Victim details: 1) The German is identified as ‘Scafati Mario,’ a 52 year old male tourist holding passport #D643816347, Visa # EI 00501415 (entry date 10th January, 2013, expiry date 2nd February, 2014), who entered Cambodia through the Phnom Penh International Airport. Described as drunk at the time of the accident, he is being blamed for the accident. 2) The Cambodian is identified as Hai Sophat, a 35 year old vendor of Cambodian meatballs and the administrative chief of Group 11, Village 3, Commune 3, Sihanoukville, where he lived. He is also described as a member of the local guard (a kind of militia) សមាជិក ប្រជាការពារភូមិ and had been headed to the inauguration of a guard assembly hall at the time of the accident.
Description of accident: The Rebel broadsides the Dream approaching from the opposite direction when the Dream makes a left in front of the Rebel. The Rebel hits the Cambodian man’s legs square on and at full speed. The Cambodian is thrown off his bike, hits his head on the pavement and ends up out cold under a parked car. Five of his toes are ripped off and land on his motorbike. He dies at the scene before the ambulance arrives. Family members then request the ambulance to transport the body of the victim to his home for funeral arrangements. The German’s injuries include a broken right arm and injuries to the back of his head.
Police rant: In a statement to Darm Ampil News, Lieutenant-Colonel Prom Pou, Chief of the Traffic Police Office of the Sihanouk Provincial Police related how Kampong Som Province abounded in long term foreign tourists, who drove cars and motorbikes to get around, who for the most part were very fond of a glass or two, and who more often than not were responsible for the numerous traffic accidents, such as the one caused the German. The same source maintained that police previously had issued a warning to the German, and fined and revoked his driving privileges in Cambodia because he lacked adequate documentation to drive there. But there he was again on the night of the accident, flouting police and stealing out to drive in spite of the prohibition.

Just last night I hit a family of 3/4 that did the exact same shit. Luckily, being the defensive driver I am, I had enough time to slow down a tad before impact and I wasn't going very fast to begin with.

So a typical heavy drinking middle aged foreigner kills a local due to his recklessness and stupidity. It really should be just a matter of time before Cambodia starts doing something, anything, to stem the tide of low-level foreigners living long term in the country.

beside drunken khmer drivers, taxi drivers, and bus drivers, foreign drivers in cambodia are much more dangerous than the locals's. reason they tend to drive faster than local drivers...just keep going in direction they were on and not prepare to slow down/turn/stop in case traffic not going as predicted. they forget one simple rule of driving: going with speed of traffic flow and f'ing paying attention.
