-Sihanoukville.
-Police from the Security Central Office of the Sihanouk Provincial Police - led by Colonel Um Somol, the provincial deputy police chief in charge of the Security Central Office, acting on the directive of Major General Tak Vunta, the Sihanouk provincial police chief - arrested a man attempting to rob an ATM machine belonging to the SBC Bank by using more than 20 fake withdrawal cards.
-The location of the ATM is in the vicinity of the 2 Lions roundabout in Village 4, Commune 4, Sihanouk Town, and the arrest was made at 8:00 pm, the 15th of August, 2013.
-After questioning and searching the suspect at the police station, police learned of 2 more accomplices. Police then swooped down on the Serendipity Hotel in the vicinity of the burgled ATM where all 3 were staying, but found his accomplices gone.
-According to the statement of hotel staff, the 2 men had fled in a taxi about 10 minutes before police got there.
-Colonel Um Somol identified to DAP reporters the 2 suspects still at large as:
1) ‘SHABAZOV IEGOR,’ a 28 year old Ukrainian male tourist, passport ‘EP986812,’ presently registered as a guest at the Hotel Serendipity Ocherteal.
2) ‘HREBENSHCHYKOV OLEKSII,’ a 27 year old Ukrainian male tourist, passport ‘EP382954,’ presently registered as a guest at the Hotel Serendipity Ocherteal.
As for the suspect who was arrested, he was identified as ‘NOVIKOV OLEG,’ a 35 year old Ukrainian construction worker, passport EP986786, presently registered as a guest at the Hotel Serendipity Ocherteal.

-Mr. Svay Tontanaruk, the branch manager of the SBC (Singapore Banking Corporation) in Sihanouk Province, stated that hidden cameras had been installed at their ATM locations on account of innumerable ATM thefts.
-Just around dusk on the 15th of August, 2013, he saw the Ukrainian suspect enter an ATM on Ocherteal Beach. There the suspect spent considerable withdrawing cash during which four of his cards jammed in the machine. The branch manager then had bank security mount guard at another ATM located near the 2 Lions monument, which the suspect subsequently entered. There another card he inserted in the machine jammed as well. With his suspicions now seriously aroused, the branch manager called police who arrived at the scene to make the arrest.

probably rewrote the smart chip or mag strip with some sort of hack. that's the sort of thing not usually published to discourage people from researching how to manage it.

most likely: they had a bunch of skimmers running and collection info, then loaded the info on the cards. pretty easy to do and the most common method, been around for about as long as magnetic cards have (never let the waiter leave with your credit card). most of those look like shitty "gift card" type cards, so it's the most likely method. steal the info with the skimmers, then load it onto those with a card writer. because those cheap card writers are shitty and gift cards aren't made for ATMs, a few of the cards freaked out the ATM and they got noticed.
Skimmers come in all shapes and sizes and are pretty easy to make. Usually has a little camera hidden to catch your pin #.
Then they write the card with something like this and go put it to work:

not even that much... one of those CD to cassette adapters for your car stereo. You can plug it right into a mic/audio jack and push/pull with it using sound recording software. (of course, such a thing isn't really "controlled" so you'd have to move the target as fast as the source/etc to get it just right... pretty difficult. but many modern commercial readers are also pretty forgiving because of how we abuse our cards.)

I remember hearing that you could transfer the magnetic strip using a clothes iron. Many new cards have chips built into them which makes copying the magnetic strip obsolete.

The CAMPU bank card I have has a chip, it's a pain in the ass as I've had to replace it 3 times in the last year because it gets damaged when you put it into your wallet. It's sort of raised from the surface, the foreign account Visa card I have has a chip too but it isn't so raised and probably doesn't get so much wear and tear cos I rarely use it.
