There finally seems to be progress in the protracted case against pedophile Bas R. Judiciary in the Netherlands and Cambodia hope that the testimony of a Cambodian child that has allegedly been abused by R., will help get him behind bars. Both countries are investigating the man from Leiden, who is being held in custody, for the fourth time, on allegations of sexual abuse against children.
The 42-year-old Bas R. has been locked up in Siem Reap since July 30th, because he accused of having abused a child there. The Cambodian justice department found the under-age victim because newly introduced closer cooperation with the Netherlands, where R. was sentenced for long-running abuse of a 12-year-old boy in 2004. His observance of one of the conditions of his probation – no longer giving sailing lessons to children – was short lived, which resulted in him serving a 6 month prison sentence in 2005.
It is a recurring pattern in the life of R., who, despite his previous convictions, keeps ending up in positions wherein he hold of power over children. First as a sailing instructor in the Netherlands, later as a ‘philanthropist’ in Cambodia, where he moved in 2009 and opened an orphanage for street children. In this orphanage live children who no longer have parents, but also children from poor families who are relieved of the (financial) ‘burden’ by the Dutchman.
It only took 2 years before he got arrested again, this time on suspicion of sexual abuse of children that lived with him. Not much later he was acquitted due to lack of evidence. Four of the five victims withdrew their statements.
Bribing victims.
Quite likely under pressure/coercion, says Terre des Homme, which is closely involved with the case. The aid organization does not rule out the possibility that R. bribed victims after he posted bail. That happens quite regularly in Cambodia, says a spokesperson. “About 10 percent of the children in Cambodia is the victim of child labour. Sex tourism is a big problem. Prosecution is difficult. Often it is not only the child, but the whole family that is dependent on the perpetrator.”
After R.’s acquittal in 2011 it became apparent that the Cambodian judge had not been aware of his earlier convictions. Terre des Homme laments the laxity of Cambodia, which did not request the criminal dossier of R. from the Netherlands, but also thinks that the Netherlands did not do enough to help get R. behind bars.
No extradition treaty with Cambodia
In 2014, the prosecution in the Netherlands got involved once again, when a Dutch attorney pressed charges for sexual abuse, on behalf of two Cambodian children. The boys, who were 7 and 12 years old at the time, reportedly have been abused by R. between 2009 and 2013. The interrogations currently taking place in Cambodia are also important for the case of these two boys, according to the Public Prosecution. The attorney of the boys is pleased with the arrest of R., but would rather have seen this happening long ago.
After the previous judicial blunder, it seems both parties are now determined not to let R. get away this time. Immediately following his arrest, the Netherlands sent 10 police officers to Cambodia, to help with interrogating R. and assisting with searching through his house. In addition, Dutch interrogators will question the young children who have been found inside R.’s house. None of the involved parties was willing to comment on the new alleged victim, because of the on-going investigation. The Netherlands has no extradition treaty with Cambodia, but there are judicial instruments to convict R. here.

It seems he was convicted of child sex abuse in Holland, then moved to Cambodia, was convicted in Cambodia of child sex abuse, got a light sentence, got arrested again in Cambodia but the charges were dropped, and now arrested again last month. Or something like that.

Is there anywhere in the world where more foreigners are arrested for child sex offenses than Siem Reap?

He did get convicted in the Netherlands and got a ridiculously light sentence and still managed to violate the terms of his parole.
Also, in the video Visser posted, they tracked down witness of his inappropriate behaviour with kids (sleeping in a sleeping bag with them during a sailing camp), but they never pissed charges.
Basically he is a repeat offender without remorse and keeps getting away with it.

Right, but dutch media (e.g.NOS, NRC) say that the case in 2011 was based on 5 witnesses. After Bas R. posted bail, four witnesses withdrew their statement and the fifth (a 7 year old) apparently gave conflicting statements. He was subsequently acquitted.
This version of the events seems to be acknowledged by Terre des Hommes (according to Dutch media)
Now, admittedly, all Dutch newspapers seem to be using the same source (read: are blatantly copying each other), but I still think this sounds like a more likely scenario than the PP post assertion that he was sentenced to 3 months.

The problem with the world is stupidity. I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?
It's a criminal case, not a civil suit. Seeing as how Reuijl has a tendency to get his victims to change their minds and/or withdraw their statements during proceedings, it's nice to see he got convicted (again, I should add). Let's hope he gets to serve his full sentence
