My girlfriend just showed me an FB post reporting that a Korean man and a/his child drowned in Sihanoukville this morning.

This has been confirmed.
Their names are Lee Min Seock, the father who was 39 and his son Lee Seung Jea, who was just a few days off his fourth birthday.
There have been a lot of drownings in SHV this year.

I wrote a lengthy post in about it in an expat forum. Just talked with a father who lost his teenage daughter over the coffee this morning. We came to the consensus that the current from the water flow in this period is too dangerous for people to swim in. In term of the sea, I grew up by the beach and waves are unforgiving even if you know how to swim.

Yes the water is viscious right now, even for an experienced and strong swimmer.
Strong onshore winds with waves and a strong undertow out to sea.
Most of the visitors here can barely swim, hence the high drowning rate.

I don't know if this is a stupid question, but do you see many locals swimming in the sea down there? And if so, do they occasionally drown also?
I suspect many of those westerners who drown come from places where beaches have signed safe swimming areas and - in the absence of them here - wrongly assume it's always safe.

I had some scary experiences. First the water seems shallow. Then the water and waves start to come in. Not its not so shallow anymore so i dont have a good grip to fight the backdraft with. Barely made it back in a couple of times so im more careful now. Its not fun to swim in those conditions.

I meant I suspect some of the people who have drowned come from countries where they have safe swimming areas clearly marked. They come to Cambodia, see no such signs and wrongly assume the currents are fine.

Practically speaking, I doubt lifeguards would be much use here. People simply ignore safety warnings, I mean look at how they ride through red lights, etc.
Lifeguards have a hell of a job in countries even where they have been there for a long time, especially in busy periods. Even when most obey them. I wouldn't like to be the guy on duty over The King's Birthday holiday or a similar event in Sinville, thousands of people, most of whom cannot swim, simply ignoring any attempt at creating order.
Add a slight rip and a small swell, some drunk /stoned barangs...

This is interesting. According to the PPP Sihanoukville province is going to recruit 30 lifeguards to patrol the main seven beaches in light of the spate of drownings this year. According to them 10 locals and tourists have drowned off SHV beaches this year to date.

Without 1. Enforceable, demarcated bathing areas, and 2. people unwilling to listen to lifeguards, it's doomed, imo.
Like most other things, much fanfare in the beginning, and then just gradually falls apart because it's impossible to enforce.
