Chad was not a Post employee when the sale was negotiated, if the timeline given by Mr. Galliano is accurate. Twisting the “may haves” and “seems” by an outsider into facts presented in a report about human rights is very serious. It brings into question the credibility of all other facts presented.

It didn't take long for MoD to deny the report in its entirety.
The Ministry of National Defense on June 28, 2018 issued a statement rejecting Human Rights Watch's report released on June 28. This.
The statement stated that Human Rights Watch's report aims to incriminate indecent and unjustified accusations against 12 senior officials of the Armed Forces of the Kingdom of Cambodia.

HRW raking up dirt. Must be an election on the horizon. Not sure it will have the same impact these days though, the old route was HRW -> Cambodian English Language Press -> International Press. There's a link missing in that chain now, although I'm sure there's some clever bods at the US embassy working on the social media campaign.

These HRW reports tend to take everything out of context. They will mention particular "violations" while conveniently ignoring any background that doesn't fit their agenda. They barely mention the war or any violations by the so-called coalition (and later opposition) forces. It has some interesting biographies but most of it is pure speculation.

I have asked no fewer than six former Post and Daily expat journalists both publicly and privately a very simple question:
“Was salary tax deducted from your salary when employed by these publications?”
Nobody answered except for one prominent Daily staffer who replied with the winking emoji. It’s highly likely management had been doing this practice for years, a practice the self-congrulatory expat clique of journalists were themselves aware of and complicit in.

Until this day there has been no evidence presented to prove that the tax issues were trumped up or that the Post owners were coerced into selling the company. To the contrary, the GDT has become serious and started targeting visible companies to increase tax revenue as reported by their own paper, and according to witness testimonials the negotiations to sell started before the debt was known.
These same journalists reported enhanced efforts to collect tax revenue during the same time period as The Post and The Daily were being audited. Surprisingly, the papers did very little own reporting on the audits. According to Post CEO Marcus Holmes it was business as usual, yet the speculation of other former employees of The Post becomes sensationalist facts in a human rights report.
It's a big concern that the author of the human rights report dismisses this issue as ignorance. Frankly, "duh" is not a very convincing nor professional response. Present the evidence for coercion and false debt and I will gladly change my mind.
