The landlord can ask whatever he wants for the business, but it's meaningless. If nobody takes up the offer of the bar and a year's rent for $9,000, why on earth would they accept the landlord's price of $17,900? He will have to come down to whatever the market is willing to pay.

The rent is $450 a month which is quite lot of money to have to make to cover it in the quiet season, plus staff and other costs. But $3,600 seems reasonable for fittings, furnishings and maybe an element of goodwill for a beachside bar.

Yep!
