You say duty unpaid, and I think I can see a yellow license plate, so this is an embassy car that you're trying to offload before you leave. What's the history of the car - where is it from and how long has it been in Cambodia? How much will duty be to be able to properly register it?

Sounds about right. Really the only buyers would be an incoming diplomat (such as a USAID or UN guy perhaps), or someone in the province that won't be doing city or extensive national road driving, so wouldn't care about registering. However, I think that when a diplomat sells a car like this, they need to prove within 6 months of their departure that the duty has been paid, although I'm not positive.

We have brought the car to Cambodia in 2014. It has done about 50,000 kms in Cambodia. Yes - we reduced the price realizing that the duty will be high but not 18k as a previous post has implied. I think it will be about 4 - 5k (Not 100% sure though. The buyer needs to confirm this by him/herself).

Ideally a diplomat buys it. Maybe as a second car. It has done 165,000 km's and of course is not new. But its still an economic and reliable car. We only sell it because the next posting is in a country with left hand traffic so it will be unsafe to drive there.

What are your reporting requirements with the government? I mean, someone can't just buy this and leave the duty unpaid, right? I think that you are obligated to either have it leave the country or pay the duty within 6 months of your tour being over, correct?

Probably Low $5k, upward to $6k. We just bought an 04' Hyundai 2.5, all in was $10,800 but I didn't see the import tax form.

The 10,800 $ include the vehicle price I assume, not just on tax. Correct?

Do the license plates come with it?

Seriously, though, do dip plates here really matter? Pretty much anyone can park anywhere, ignore any rule, etc, and most of the time it’s just some Khmer staff driving the car anyways.

The diplomatic license plates don't come with the car. The buyer will have to arrange for new ones. Either diplo or regular.

Correct tax is exactly 12.797$ for this model plus some small money for issue the new plate and processing fees. 13k~

To be specific it pays the same tax as 2004 model because that is the oldest acceptable import year for tax and duties.
Effectively all models 2004 and older pay the same tax and duties.
Also it's in the 2401cc to 3000cc bracket.
Which means the value is 9300$ according to 2019 custom books.
The tax is 137.6% of Custom value.
So you will pay 137.6% of 9300$ which is 12.797$.
Other fees and paying an agency to run the paperwork is a few hundred bucks more. Not sure about the transfer tax between owners.
Overall it is not worth it for someone that isn't a diplomat or able to use a state/police/NGO plate.

We just bought a 2.5 Hyundai (2004) which was $10,800 all in. I really don't think the dealer sold us the truck for less than the tax alone. We're also the first owners in Cambodia so it wasn't registered or imported years ago.

My number are very precise.
Many possibilities can cause cheaper prices. It's actually very easy to find cars selling for much less than the Import tax for a number of reasons.

Either it has been imported before 2019 and it must have sat around for a while. Or it's a cut and shut. Or the dealer bought it from someone that didn't need a plate, so never officially imported it, and told you that you are the first one to drive it here. Or it's not really a 2.5 but a 2.3xx Cc which is possible. Or it's a pick up/van so it pays less tax. Or he drove it himself/family/friend for a few years using the dealer paper (not sure if they also get a plate) instead of the normal plate. (Which is very common). Hyundai cars are really hard to sell, Khmer don't like them with the exception of minivans.
