This is really great news. For the first time, the government made serious efforts to prevent the wholesale cheating that has always been the norm in the school leaving exams. It must have been effective because it's apparent most of the students (maybe 80%) have failed.
Really? I thought the results of the first round (now that we know it's going to be a second round) were not published until the end of August.

From my understanding of the PPP article, the 20% estimate is a provisional figure based on a small sampled marked so far - rather like an exit poll it's not definitive but most likely to be a pretty close guide. Taking the exit poll analogy further, I think it's reasonable to give some credit now, albeit recognising it's provisional nature. Even if authorities do back down and pass everyone second time around, a clear and definite warning has been served to next year's cohort, who now have a year to learn some honest study habits.

As the new Education Minister seems to be gaining a lot of attention, I'll offer a few anectdotes.
I first met Dr. Hang 7 years ago, when his son had been enrolled in my school for 6 weeks. The boy was underachieving, had behavioural problems and had an arrogant attitude towards his teachers.
After calling in the father, I was very surprised by his response. He agreed with my assessment of his son's behaviour and apologised. He then accepted the blame, saying that his work responsibilities had prevented him from taking a more pro-active role in his son's development.
I soon realised that I was not dealing with your usual high level bureaucrat, who would dismiss any allegations against their little darlings and try to put the blame back on you. I then had many dealings with him over the next 2 years when his son atttended my school. I was impressed on every occasion.
I recall a conversation at a parents meeting with another Australian teacher, who didn't know him. It went as follows:
What do you do for a living?
I'm an economist.
Are you working for the government or private enterprise?
A bit of both, really.
I explained to the other teacher later that he was the head of the Supreme Economic Council of Cambodia. Dr. Hang is a very impressive, humble man.
I was rapt when he was appointed Education Minister, as I knew hew was an honest, decent person. He has already made a big impact.
Interesting, that when HE announced this week that the students who fail this year's final exams would be given a 2nd. chance, he said that it was Dr. Hang's idea. Dr. Hang immediately denied it to the media, saying that it had come from HE, not him.
I hope he keeps his job, as he is definitely a shining light on the horizon.

I saw him give speeches in very good English on two occasions, both about 10 minutes in length, without referring to notes or breaking stride. Smart man.

I'm willing to stick my neck out - I'm prepared to say that I am cautiously optimistic. I have seen other good people try to change the system and get crushed and/or corrupted, but I'm positive enough to believe that the government are trying to make reforms in the light of last year's election. In many areas the tanker is too heavy to turn around in time, but in the field that I'm involved in, education, I can see that Dr. Hang has the will and potential to make a real difference.

Great insight, Gilmore. It's very optimistic to know that Dr Hang Chuon Naron is such a person.
My housekeeper's daughter sat the exams, she's waiting for her results. She told head-shaking anecdotes of students paying the teachers, who would then be on the lookout for the volunteer monitors. There was also an instance of a student assaulting a female observer because she kept walking by

I worked at a Cambridge-licensed/accredited school and the kids had every single cheat sheet they needed. I showed the sheets to the admin, they just laughed, nothing was ever done.

After announcing that 70% of students failed the national exams, the PM said the academic year will be cut by one month. That'll work.

During my seven months as a part time English teacher at a minor university in Phnom Penh, I had to create and mark exams for my students (unpaid!).
Some of them actually asked me for the papers ahead of the exam date which I of course refused. Or they didn't turn up on the nominated date and wanted to sit the same exam a week later (when they knew the questions).
On the exam days they would try and sit close to each other so they could help each other. Plus they tried to use their smartphones so I confiscated them for the exam period. Generally I tried to minimise the cheating.
When I had marked the exams I would photocopy my marks sheets before giving them to the admins.
When the results were posted on the boards on the walls, why magically all the students had much improved marks which bore little relation to my marks.
I told the admin department that the students were ultimately the losers, that it would catch up with them later in life but the admin staff just shrugged. Not their problem...
