tbf, many universities throughout the world practise the same.
Mature age exemption is one such practice which enables people who didn't do well at school the opportunity to change their lives.
And from what I've heard from Australians, the standard at many universities regarding admissions has been, how shall we say, ' altered' to enable rich foreign students to attend and get a receipt after 4 years.

Saying "no" qualified teachers is a bit extreme as I have met teachers here with the proper degrees and years of teaching in the western world before coming to Cambodia. It's fair to assume that the Bac II debacle is mostly an issue for Cambodian students who can only afford to attend public schools, and thus the quality, commitment, and financial incentives of Cambodian teachers at public schools are the major issues for the public education system.
I'll say it one more time ... maybe there are a few decent teachers here, but most, and that is almost all are shit. 80% Now I believe teachers smoke meth here like this forum has suggested.

But the "small fees payments" are paid all along the year just to attend class, and this not just in grade 12, but from grade 1 to 12.
And we're talking about Cambodian teachers of public schools, not foreign English teachers, whom you are talking about, I suppose from the meth reference.
