ACE school has Khmer teachers?
I'm sponsoring a girl there, she says her teacher is Khmer. I thought this was the best English language school in Phnom Penh?
Her English is just beginner-ish level, level 3, do they have native English teachers only at higher levels?

Yes, most of the 'good' schools do that. Generally, beginners can't follow the instructions of the English-speaker so benefit from a bilingual teacher. A bit higher up they get one NES and one Khmer teacher, and at the higher levels all NES-teaching.

Native speakers of the learner's first language at lower levels and native speakers of the learner's new language at higher levels.

Mrs Postman's recollection was that up to Level 5 there was one Khmer alternating with one foreigner each lesson. Then from Level 6 onwards it was only native English teachers.
There was also one older guy from Myanmar in one of the early levels. He was very good by all accounts.

I'm just giving the facts; ACE are my rivals in a sense so I won't make any personal observations. One point, however, is that these days the Australian government has minimal-to-no input into the running of the place - the management is now Khmer AFAIK.

It's a crap phone picture of a photo on the wall of the toilet at Chat "N" Chew. It's not that clear, but all the guys are tooled up with Ak's and RPG's. It's outside the Siem Reap branch around 1993.
