Background and rationale
The Swiss Cooperation office Phnom Penh has operated since 2012. Much has been achieved in the two years since the Swiss Agency for Development and Cooperation (SDC) first started to set up a programme for development cooperation in Cambodia. The programme has been designed, adopted and officially launched; implementing partnerships have been established with the RGC and other organisations. In September 2014, the consular affairs were integrated in the cooperation office.
SDC’s mandate is in line with the principles of Swiss development policy, as defined in the Parliamentary Message on International Cooperation 2013-2016. The three key domains of cooperation office that SDC Cambodia responds to are:
Local Governance and Citizen Participation
Agriculture and Food Security
Employment and Vocational Education and Training (EVET).
SDC Phnom Penh is comprised of a diverse team of both national and international staff. Currently, SDC consists of 15 national staff members and one of its key priorities is to develop the capacity of national staff in English language skills, to ensure a high level of proficiency in professional communication skills – both written and oral - to enhance individual work performance as well as organizational productivity.
Purpose of this Assignment
The overall objective of the assignment is to provide English classes to selected national staff members of the SDC Phnom Penh to ensure that staffs acquire a high proficiency and professional level of English language skills in regards to writing, speaking, listening and reading.
Specific tasks and expected outputs
The specific tasks of the Consultant (English Teacher) will include:
identifying the needs of national staff and their current English language proficiency in terms of writing, reading, listening and reading skills;
preparing a curriculum and session plans;
teaching English classes from 4:00-5:30 pm, Wednesday and Friday;
developing teaching materials, handouts, exercises, tests, homework/assignments etc;
identifying the key relevant texts/resources that meet the needs of national staff, particularly in relation to the 3 domains of SDC and their existing works;
providing assistance in proof reading, editing etc;
preparing a monitoring tool to assess the proficiency of national staff’s English language skills, including comprehensive periodic testing; and
Other tasks required by the national staff related to improving their English language skills
The national staffs who will be participating English classes:
National Programme Manager- Employment and Skills Development
National Programme Manager- Local Governance and Citizen Participation
National Programme Manager-Food Security and Agriculture
Head of Finance and Admin
Assistant to Director of Cooperation
And a few key senior staffs (tbd)
Time frame and duration
The duration of the assignment is part time from 01 May 2015 to 30 April 2016. The consultant (English teacher) will be based in Phnom Penh, and the venue for teaching will be at the office of the SDC Phnom Penh. It is expected that classes will be held on Wednesday and Friday, from 4.00-5.30 pm every week.
The consultant (English teacher) will invoice SDC for work completed on a three monthly basis. The consultancy rate for the Consultant based in Cambodia include in country health insurances, office operational costs, overheads, local travel (within Phnom Penh). Any additional costs which may be incurred as part of completing requested tasks will be presented in advance to SDC and prior expenditure approval will be sought.

Position Requirement
The consultant (English teacher) based in Cambodia selected for this position should be equipped with expertise and exerience in teaching English classes comprised of adults with diverse levels of English language skills, proven experience in professional English proficiency including writing, speaking, listening and reading. The consultant (Native English Speaker) possesses a minimum of five years experience in English teaching, particularly English for business and additional understanding of local cultural and socio and political conditions.

The times are not good.
Start at 16:00 - that means you can't be working in the afternoon, as all schools I know of finish at that time or later.
Finish at 17:30 - that doesn't give time to get to an evening class - most of the popular evening class schedules have the first evening class starting at 17:30.
So, to work in this advertised position, a person would not be able to work elsewhere either full-time days or evenings. That's just not worth it for 2 classes a week.
$50 to $70 an hour for 3 hours a week is only $150 to $210 a week - and you wouldn't be able to top that up unless you found a part-time morning gig and/or a late evening class. 3 jobs - who wants that?

It's 4pm - 5:30 pm two days a week. Anyone with a part time job ending before 4p.m., or with a part time job on the other five days of the week could fit it in.Chuangt2u wrote:

I'm with Horace, if you are struggling in a low paying career and you get a chance to get your foot in the door with clients who pay 4x-10x more than the standard rate for your skills in your area, you should find a way to take it.
I think the problem many teachers here may have though is that Swiss diplomats will already speak better English than they do.

An applicant for this position would need to be working odd hours indeed to be available twice a week at those times and still be working elsewhere.
I'd say that cuts down the field enough to warrant changing the hours.
Either avoid the daytime workers' hours, or avoid the evening workers' hours - because hitting both by positioning this on the crux of the changeover time, and with traffic as it is... they'll be lucky to get any interest at all, imho.
