The thing is...I'm not a smoke meth and get drunk kind of dude...I'm looking at serious positions in established schools. Teaching English, Social History and Health topics, not really interested in language centres and the like. Hence the question, can this be done in Cambodia without a degree?
In Thailand it's still possible but it's getting more and more difficult.
If salaries are as low as $1000, that's certainly something to think about.

$1000 is a benchmark 'good' starting point. I know people working FT for $5-750 p/m.

English, perhaps. The others, I doubt it. Health is covered by the Khmer curriculum. OP, last week I saw an add for a fully qualified teacher / director in a small international language school (so not just TEFL but a full license with several years of experience back home), and they offered 1.900 USD / month for that position plus a free work permit <edit> plus 1.500 USD to cover expenses to settle in Phnom Penh</edit>. It's rarely I see salaries that high on offer. Be prepared to get a salary between 1000 and 1200 USD a month when you start. That's not even 40k THB at the current exchange rate.

It can be done, I teach all the subjects to early years children, you will have to look around a lot more though to find one, the first point of call for many is factory schools but I didn't go that route, I went straight into a (more) proper school by primary standards. You would have to aim more for Kinder to grade five though and to the smaller schools I would suppose but I am not too sure about that but I do know others who teach the full curriculum as well so it can be done, and still without full teacher qualifications.
