Hi Andrew, the Cambodia-South Korea Friendship Eye Care Center is apparently built within the Preah Ang Duong Hospital (which is specialized in eye and ear treatment).
The hospital is located at the corner of Street Kramuon Sar (St. 114) and Norodom Boulevard:

Thanks, I thought it was on one of the main roads Norodom or Monivong; just couldn't remember which one.

FYI, I stopped by yesterday morning. This is very much a place for Khmer only. I did not see any foreign patients, any foreign doctors, any signs in English (or other languages) or any other indication that they might have services for foreigners and expats. It seemed to be a completely Khmer staff. No one spoke English, or offered any help.
Definitely for Khmer only. I just hope that the medical care is good for the locals.

The clinic actually has a lot of foreign patients, foreign doctors, and English language signs. Maybe you should get your eyes checked.

Then, they - the doctors, patients and signs - must be in another part of the building. Definitely not where I entered, and no one made any effort to direct me to the right place. I'll look (haha) again the next time I come to PP.

While I generally distrust the Cambodian health sector as a whole, I came across a nice exception yesterday - for what it's worth. A Cambodian couple (both in their late 50's /early 60's) , practicing GP in their own time (specialized in hemorrhoids), while working in a hospital the rest of the day, convinced me yesterday. Thorough examination, good command of English, a knowledge clearly extending the knowledge available on the web and sufficient to diagnose me and provide me with a treatment plan, and a written diagnosis.
Signposting in Khmer only, but not that hard to find. It's just of Norodom, coming from the Independence Monument towards the 'flying bridge' (so southbound) it's on your right hand side. When you pass the Tai Ming Hotel on Norodom, you'll notice a Tela gas station. Behind the gas station you'll see the signs (Khmer only) already. Turn right (coming from Independence monument) right after the Tela petrol station and it's at your right hand after 50 M or so.
Working hours: 6.30-8.00 AM and 4.00 PM - 7.00 PM.
Tel. 012 - 757875 (female doc, name Borath)
012-757900 (male, sorry, forgot to ask his name)
Price: 10 USD for a consult.
How did I find them? They were recommended by my normal GP, being too busy to see me before the weekend. Would i use them again? Hell yes, I'm pretty sure they did not buy their way into this sector but actually are skilled.

Can anyone recommend a good urologist or a GP that specializes in prostate care?
Never look down on someone unless you are helping them up.
