You can register a school in Cambodia, but you either need contacts high up in education (in the POE or in the ministry) and cash, or you need loads of cash. Also, I think in one year it's impossible to reach that goal. Without a license I think in Sihanoukville your school will be closed pretty soon, but I don't live there so I don't know for sure. I am not aware of the current situation in Sihanoukville but I was there about 7 years ago and there seemed to be loads and loads of NGO's and schools catering for the poor. I really don't know if they're in need for any more....
