I went to Check in Cowboy with three friends last night. It is quite nice and seems very popular with the new Khmer middle class. Basically an indoor Khmer beer garden decked out in country and western decor with fewer napkins tossed on the floor. Reasonably cute waitresses dressed like cowgirls.
The place was full; many large groups of Khmers celebrating birthdays.
Live music, several different singers.
They give you Cowboy hats to wear if you want.
Oddly, the menu is in Khmer only. We had the chicken wings, pork ribs, french fries, beef salad and a whole roasted chicken cut up into pieces. The food was pretty good.
Prices were a little higher than the average beer garden place.
I recommend the place for festive group dinners and whatnot. There's a bar but no seating at the bar, you wouldn't want to go there alone, that would be weird.

It's not weird at all. I said i n my first post it sounded like a Khmer Beer Garden and now you've changed your tune and accepted that - except that you seem troubled that there are places that actually cater to Khmer! It's odd that a place in central Phnom Penh with that much investment nicely fitting out the place in a Western theme, and that has a english language Facebook page, and that serves Western food like steak and french fries wouldn't bother to have an English menu for Western, Korean, Chinese, or other Asian customers. I'd say it's indicative of the rising Khmer middle class in the city. Yes, they'll take your culture, your food and your decor, but that doesn't mean they want you. Having said that, I wouldn't be surprised if you return in a week and they have a menu in English.

Maybe a Khmer only menu is a polite way of saying they would prefer Khmer customers and not middle-aged foreign sexpats bringing their rent-a-whores?
