I agree that Viva offers a good value cocktail, as they actually use real lime juice in those $1.50 margaritas and not some sweet and sour mix.
The best value cocktails are certainly based around happy hours. Bassac lane gets a lot of flack on here, but their $2.50 daiquiris (from 5-7 PM) are a great value.
The Lost Room has excellent cocktails, which are always very strong (50 cl of booze), and they too have a happy hour (I believe it ends up being $3 for the cocktail).
Bouchon has the Saturday night martini night ($3), while Oskar is half off Saturday nights from 10:30 - 12:00.
The best cocktails I've found in town are the most expensive, at the Raffles. Again, they have a happy hour from 5-9 PM every night, but after tax, service and lighting tax, they come to about $9. Still very pricey, but they are the best (along with those great fried plantains they serve).
Other good cocktails, although not the cheapest, include Battbong (behind the Coke machine), The Elbow Room, and Le Boutier.

I went to Oskars for the first time ever the other night. I had an espresso martini. This was only the second espresso martini I have had, and it was wonderful. The price was $5. The place was okay if youare doing some business schmoozing, but isn't a place I would go have a cocktail for any other reason.

By the way, if there are readers who care for this type of thing (I do not),
Oskars had fois gras sushi roll (no 's' on the sign) available for $11.50.
They also had 3 oyster fine de claire No. 3 for $10. 6 cost $19.50.
