I went to Swagat restaurant last Saturday. Packed with Indians, which I took to be a good sign. I had a Mango lassi (I wanted banana, but no Indian restaurant I have been to in PP, and I have been to a few, sees to be able to find bananas) at $2.50. I started with "Chicken Koliwada". At $5.00 it was good, but could have been spicier. I wasn't asked how spicy I wanted my food.
Main course was Mutton Rogan Josh, though I am sure it was goat ($9.00), a garlic Naan ($3.00), and Jeera rice ($3.00). Finished off with a Masala tea ($1.00) Food was good though I do not think that it was considerably better than other Indian restaurants I have been to in PP. Service was friendly and fast.
As usual with food in Phnom Penh, I thought it was a tad on the expensive side but portions were large enough. I'll probably go back as it is not too far from where I live.

Mutton almost always refers to goat in India and English-speaking South East Asia.

However, the quality of the lamb in the Rogan Josh at Coriander recently was quite good ($6.25). Their menu differentiates goat and lamb.

Totally agree, the cost is probably 25 Cents. But I have resigned myself to the fact that food in PP is expensive.
