Expats in Myanmar required to register before travel
Expats in Myanmar required to register before travel
There seems to be an extraordinary new law being introduced in Myanmar that requires all foreigners resident there to register with relevant authorities before travelling anywhere else in the country for more than 24 hours. Maximum penalty for non compliance is five years in prison.
After such a stellar reputation for all the right reasons while in opposition, ASK is turning the nation into a laughing stock. At this rate it won't be long before their pariah state status is back.

If true, they are heading right back to the old times. Confirmed by a reliable source in Myanmar; hasn't passed through parliament yet, but some crackpot really did propose it!

sounds strange; i have contacted my friieds living there about it
One owns a travel company in Yangon, another teaches, another runs motorcycle tours
Prehaps a way to keep expats from traveling to closed areas and reporting, not only down south but up north where fighting is still going on

who is a foreign resident?
One on a business visa is not a resident ( same as Cambodia, all u on 1 year business extensions are not residents, correct?) I, in Thailand, have been on a 1year extension for over 18 years, yet am not a resident.
Is an expat Married to a Burmese local ( one friend of mine is) a resident?
from friend that runs a travel company in Yangon

"seems to be being introduced" haven't heard that anywhere yet and none of my 100s contacts involved in tourism and good contacts to government has posted anything yet

An FRC is required for every foreign citizen who stays in Myanmar for over 90 days, irrespective of the type of visa they have. It needs to be renewed annually at the end of November. So, in essence, if you live there then you need an FRC. Someone like Petrolhead might be able to elaborate on this.

So when Petrol Head visits the chicken shacks in the outskirts of the city, will he need a permit?

The idiocy of the current government cannot be highlighted enough.scobienz wrote:There seems to be an extraordinary new law being introduced in Myanmar that requires all foreigners resident there to register with relevant authorities before travelling anywhere else in the country for more than 24 hours. Consider these gems just in the car and equipment biz:
1. There's a mudslide upcountry, some people die. Unfortunate. Do they review OH&S requirements? No. They decide to limit imports of all construction equipment, regardless of transparency of importer, to 10 units per company, per year. You could only bring these in if you could prove you had qualified projects for each machine imported. Nation building be damned. Apparently they have back flipped on this.
2. Ministry of agriculture wants to encourage SKD among certain agri equipment brands already present in country. Government requires invited parties to submit costing build up for fully imported machines. Government decides all brands, except for Chinese and Indian, are too expensive and therefore unfair for farmer. This is despite most major brands offering 24 month low / nil interest loans as standard to farmers with negligible collateral required. Ministry attempts to interfere in pricing buildup.
3. Yangon municipality decides there is too much traffic in Yangon and too many RHD vehicles on the road. Good. However, later backflips on RHD imports, then decides to completely stop issuing vehicle registrations flat, regardless of origin of vehicle, age or transparency of importer. Unless you are fortunate enough to have an SKD operation.
4. Despite the ban on vehicle registration, government also decides that if a vehicle is not sold within 18 months, vehicle must be sent out of country.
5. Vehicle showroom must have parking for 30+ vehicles, irrespective of whether you are building a Bentley or Caterpillar dealership.
6. To set up your dealership, you need a building permit (which takes 8months to get presently), THEN a showroom license (which takes 4-6 months). You can only get your showroom license once you have a building completion certificate.
7. The governor of Yangon was in prison for 15 years. I feel for the guy, I really do. However, apparently this qualifies you to run a major Asian metropolis.
The foreign residency thing is a good one. It replaces and already outstandingly idiotic system (even by least developed Asia's lofty standards).
Its' predecessor involved submitting this flimsy piece of regular a4 paper to immigration every time you left. You would have to send a runner to retrieve it when you returned from abroad. Now imagine if you forgot to do this - you couldn't leave the country on your current visa. Alternatively, if you had a 1 /
1.5 day turnaround on your business trip, you couldn't leave the country until you got your piece of
Paper back (which took at least 1 day).
Great stuff.

I don't think that's changing. The stuff I've seen says that the FRC needs to be handed into immigration at the airport when you leave, and 'rebooted' when you return.
Farcical.
At least the Cambodian authorities know they are both lazy and inept and just let things slide.

They will allow you to at least keep it now, although you still have to 'reset' as you say. Ridiculous.

We also have to inform the government about the comings and goings of visitors to the apartment apparently - as if we're all harboring Hambali.Spigzy wrote:Confirmed by a reliable source in Myanmar; hasn't passed through parliament yet, but some crackpot really did propose it!

Spud situation is still grievous - although periodic appearance of Idaho spuds. Bizarre, but welcome.spitthedog wrote:How's the spud crisis now though PH? Has it improved? No idea about the Karen. However, the army (which to be fair, she only ostensibly has control of) had a field day in Rokhine state lately. Really nasty stuff. In retaliation a couple of Rohingas set off a few grenades in a nearby City Mart. I don't think anyone was injured and it was hushed up pretty quick.
Fun and games in the land imported alcohol forgot. Good remuneration, but.
