I just received a message in a group chat: "Funny how any trip to Vietnam (no matter how short) makes you appreciate how genuinely happy, smiling and nice Cambodians are vs the Vietnamese".
I think we can all agree that the Vietnamese are more aggressive than Cambodians. Thais are also not as friendly as they once were, unless you go to more remote locations (like Horace was saying about the south of Thailand, or that I find Koh Lanta a lot friendlier than, say, Phuket). To me, the people in Laos are the friendliest.
Does all of the that just come based on length of time exposed to Westerners, and is Cambodia heading down the same path?

I do not think so. Hanoians have always been a bit coolish, much like north Germans and northern French can seem unfriendly when they are just not as open as their southern counterparts. I travel all over Vietnam on a regular basis and find the Vietnamese to be generally very friendly. On my travels through SE Asia I have found most people to be very friendly. The exception to that were the N Laotians who hardly ever smiled or waved at me as I cycled past and one town in Sumatra where I was repeatedly told to fuck myself. I clearly remember being in one province in Central Vietnam where it seemed everybody I saw said hello, waved or gave a thumbs up. And in Malaysia where they have been exposed to westerners for a very long time the generosity was amazing, complete and total strangers paid for my meals on more than one occasion. Other times people would just hand me a bottle of water or a snack as they went by in their cars.

Those cycle pants in the sense of the English word and not the American word are absolutely essential as they contain padding in key areas. You try riding a bike for up to ten hours a day and you will find out how much they are needed. I have four pairs which are usually worn under a pair of cargo shorts, although if I know it is going to be a wet ride then I may wear only the padded pants.

The town in question was on the west coast and a beach town, although the beach was dirty and I doubt many western tourist would visit, not even the surfers would bother on their way to the islands.
Quite literally as I walked past men, young n old , sometimes just the one, would shout out " fuck you" at first I thought I must have been mishearing but one the third or fourth occasion I turned round and stared at the man who then shouted even louder " fuck you " and gave the finger too. I returned the expletive and after perhaps a few more fuck you as I wandered the streets I went to bed and left early in the morning.
