I just opened an account with Citibank in Singapore and they told me the same. But the way to get around it is just to use an address in your own country of origin. I've been in Asia for over 20 years and was smart enough to keep a Canadian VISA card registered to my sister's address. All Citibank will ask for is proof of an address in a country outside of Cambodia, somewhere to send statements.
