I was asked a few months back to help get laundered money out of the uk from illegal Vietnamese/Khmer. I was offered 5%. If he was doing this he could cross his orders here to sell dollars for pounds with those trying to get money out.

Moving money from Cambodia -> UK doesn't make any money at the rate I'm offering. It all comes down to demand for the direction of transfer and typically there is a much higher demand for transferring money into Cambodia than out. My algorithm works out the prices based on the demand in each direction. Because most people want money in Cambodia it's a better business model to offer people an incentive to transfer it out of Cambodia and make no profit or even a loss on it to ensure that enough capital is available here in Cambodia.

A typical UK -> Cambodia transfer makes 1 transfer to our UK bank account.
We can support any country other than the UK that has the ability to transfer money from their home country i.e. AUS to the UK using transferwise.
Transferwise supports most countries in Europe along with a few others. According to this: https://transferwise.com/support/aud-transfers it is possible however is seems that it's not so straight forward as they advise to just email them here: [email protected] about it.
I have asked them for the info so if you're interested I will report it back here once they get back to me. It will be a case of making one bank transfer from AUS via transferwise to the UK and pay their small fee. So it comes down to deciding if it's worth the extra effort when you know how much you'll be saving.
EDIT: AUD fee info: Essentially the fees from transfer wise are AUD$10 + 0.5% of the amount above $300. i.e. $1000 would have a fee of $13.43. The only caveat is, they say intermediate banks may charge a fee that could be $15 so it doesn't look that great.

Long story short, I tried http://cheapmoneytransfercambodia.info/ and it was all good. I transferred money from the UK to here.
I was a bit apprehensive given the paucity of reviews here or elsewhere but will happily use the service again and recommend others to do the same. As an incentive if you quote referrer code MB1543 you'll get a discounted rate and I'll get a discount on my next transfer.

For what it's worth (and I hope a lot to the bloke and his business), I cannot recommend Spartan's service, http://cheapmoneytransfercambodia.info/, more highly.

Going back to the OP's question: I set up a bank account at ABA with just my passport and requested a Visa debit card. I then set up a PayPal account tied to that card (PayPal will only allow you to use Visa or Mastercard in Cambodia, you can't link it directly to your bank account, unfortunately.). There was a minor glitch in that PayPal verifies the account by making a small withdrawal, and you have to check your bank account and then enter the code that was used. ABA does not display this code on your online statement like most banks do, so you have to actually call their call center and get them to tell you the code. I already had a PayPal account that was linked to my bank account in the USA. Now when I want to transfer money I just make a transfer from one PayPal account to the other, then withdraw it into my U.S. bank account. The fee is 4.25%. If PayPal ever starts accepting links directly to Cambodian bank accounts, the fee will fall to 1%.
