Motorbike injury from a year ago and my elbow still in some pain.
I believe this to be probably a chipped/damaged bone or torn muscle.
I'd like to get an MRI and good diagnosis if at all possible in Phnom Penh, does anyone have any suggestions of the best place, and likely costs?

I tend to sleep in the nude. Which isn't a bad thing except for maybe on those long flights.
My opinion only:
For an MRI I would go straight to Calmette. Don't bother with anything else. Many of the local hospitals send their patients there now.
They just bought a very modern MRI machine last year. You are not going to find anything better in Cambodia. I don't know pricing, but I would expect to pay between $200 - $300.
Otherwise, if Calmette isn't to your liking, I would recommend going to these guys in Bangkok:

Prices there are about $225 for the scan. They have the latest and greatest equipment and highly trained techs on how to read the results. With the $100 airfare though to Bangkok they are probably going to be more expensive and less convenient than Calmette. Not unreasonable if you are looking to get away for a day though.

Bones show up on simple xray, if you suspect problem with breaks or chips.
If a muscle has torn a year ago then it would not be a simple process to reattach .
Why don't you have it looked at by a doctor and let him order any diagnostics.
