Regarding the Affidavit to Marry check with the US Embassy in Japan whether you can get it in Bangkok.
The way it was worded on their website made it seem like you had to do it in Japan though. One side of the form is in English and the other side is left blank to be translated into Japanese which I think is included in the $50 fee, that's what I could gather from the website.
About the birth certificate and birth certificate extract more specifically, the city hall was given sample documents necessary to complete a marriage in Japan from the Cambodian Embassy in Japan 8 years ago so they just care about following protocol and whether what you hand in looks the same as what they've been told to accept or is acceptable.
I don't know why but the Cambodian Embassy in Japan seems to think that the birth certificate extract is necessary.
My partner was able to get his parents to get one from the local commune on his behalf as he works in SR and his hometown is nowhere near.
I have photos of all the sample documents but I don't know if there's a way to attach photos on this site. It's probably really obvious and I'm just being a dunce. So, if someone could explain how to do that or if you're comfortable with direct messaging me with your email address I can attach the sample document photos and send them to you by email.
Unfortunately, I wrote in English on top "Birth certificate in Khmer" on both the birth certificate and birth certificate extract samples as the lady at the city hall and myself didn't know which one is which but if you show your partner she will know immediately what we are talking about as they are in Khmer.
When I sent my partner the sample photos written in Khmer he understood straight away

Thanks for the information everyone. So you can get married outside of Cambodia to a Cambodian women (I am over 55) but it will not be recognized in Cambodia which is not a problem personally. But now if you -both return to your respective countries, for me it would be the US and the lady to Cambodia how do you now process the the I-130 for her to immigrate to the US? I suspect you would not need the paper work from the Cambodian government proving she is single or eligible to be married because she already married? Thanks.
I'm not sure how the US law works, but if you're both legally married in another country, the US should recognize the marriage. Go to the US embassy where they will inform you IMHO that you are not legally married.
They will do all they can to stop you from bringing her into the country if she is younger (child bearing age) to stop you from having children that can collect SS payments upon your demise.
Doesn't sound right for a country that exposes all the freedom and democracy. Go and ask I think you'll be surprised to find that out It's BS, of coarse they won't come right out and say that but you'll get the hint after some time.

I know this tread is about marrying in Singapore but I just wanted to inform the members of my email exchange with the US Embassy regarding
marriage to a Cambodian female and a foreign male of fifty. The Embassy's Consular section responded to to question that I am a male over 50
and understand the laws prohibiting a foreign male over the age of 50 from marrying a a Cambodian women. My question was could I instead
file I K-1 Fiance Visa and bring her to the US this way to marry. The answer was "Yes" you can file the K-1 and bring her to US and marry her.
Now I am not even close to being in a relationship with a Khmer women but I wanted to know if it was possible. If in the future I ever wanted to
"tie the knot" again that there was "some" way to marry a Khmer women. Even though most so never again, who knows where life leads and
you never know when the "love bug" could slip in a bite! If anyone has tried this and failed or if it is just the "official line" they must give and
never will approve it, it would be good to know. I know K-1s are more difficult in general and probably more so in CB. Thanks.

The Department that processes the applications after you get the letter from the Ministry of Foreign Affairs Is now in the General Department of Identification building, which is on the left 2.5km after the bridge on highway 1. Their office is to the left after you goon the main entrance on the ground floor. The procedure is the same as described by PSD_Kiwi - application gets checked and then you have a short interview.
