Is anyone aware of any recent issues of registering children born to Cambodian mother and foreign father?
The Cambodian law is unambiguous - such children can have Khmer nationality in addition to that of the father

Our daughter is 2+ months and has a Cambodian Birth Certificate.
However the Sangkat/Khan police (in Chabbar Ampouv) are refusing to add her to the Family Book (required for then getting a passport/ID card) saying it is not possible for babies who are not 100% Khmer. They don't seem to be simply saying to receive a moderate financial donation. The law has not been recently changed has it? Or are these police just trying to be very circumspect and not do anything out-of-the-ordinary. Anyone have any potential suggestions?

They either don't know the law, are being c**ts, or looking for more tea money...the child has one Cambodian parent therefore that child is a Cambodian citizen and is entitled to be included on the family book of the mother.

I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
We had our kids added to the mother in law's family book about three months ago with zero hassle and minimal expense. Done with the express purpose of getting them Cambodian passports in addition to their Aussie ones.

I have heard that orders came down from on high about limiting something with family books, but what exactly that is I am not entirely sure other than when a Cambodian and barang have a mixed kid something has changed in their thinking.
Morticia and I could get nothing done anywhere in Phnom Penh with Pubert. She had to go back to her province where her family runs things but even then they are stalling and coming up with bullshit reasons to delay it. It has been six months so far and this time they told her they didn't like her photo so they want a new one.
Remember, HE has stated several times that dual citizen Cambodians were not really Cambodian. Now we know that was aimed at Rainman and company, but you know how things get interpreted around here so....
Add in the laws changing again on foreign property ownership and the recent anti barang statements on TV.

Just a point of information,the OP uses the term 'Cambodian mother' which is different than 'Khmer mother' under the law. Only Khmer Cambodians are covered in this by birth entitlement. Subject to official discretion $$ as always.

It seems to me this thread already has quite a bit going on - despite the small number of posts.

My son isn't on any family book, but he has a Cambodian passport - family book wasn't required. I'll check with captain (married) how she did it, but it was turned around in 4 days, no drama beyond a few $ I'm guessing.
