There are many Europeans living in Cambodia, with Khmer wives and children, that have been refused visas for their better halves. It is not easy and could take years.
Not Schengen, but the UK, which is not part of Schengen. France is part of Schengen, and there are many French expats that have been trying for 3 or 4 years.
I have not said it is not possible, just difficult and can take years, unless monies are guaranteed to the state.

Many think that now they've slept with a European a couple of times, they can move to Belgium for example. Not that friggin easy.

For a 90/180 day tourist visa no money guarantee is asked if you provide the embassy with the right documents.
This can either be:
- Proof of legal marriage
- Proof of having a child together that has the foreigner's nationality
If you have one of these a visa should be granted for free, within days, if you provide the embassy with the correct set of documents (check embassy's website for those). If the embassy doesn't provide the visa after this, complain with the MoFA in your country, because they legally have to provide a visa. The whole procedure won't last years.
Problem is maybe the people you are talking about have no documentary proof because they are not legally married for instance, or they don't have a child together with a 'Schengen zone' passport.

Kachang is spot on in his replies and observations. With the right paper trail (registered marriage) getting a schenghen tourist visa isn't a big deal.
If you want more do it then from within the EU, you can normally extend the initial duration to 6 months and proceed to the next step, namely applying for a resident card.
