Am i right in saying you can only get these if you own property - a house ( as opposed to land ).
Right now my wife and all her siblings are in the mother's family book.
What exactly is a carnet de residence?

As PSD said, used for a variety of evidences needed for various things such as getting married, having sprogs, opening bank accounts, etc. Even in the UK you get asked for 'evidence of address' such as a utility bill, etc - I'd suggest you use the CdR for that. When you're registering births, marrying, divorcing, etc I guess the family book is more relevant.
