Is it getting more difficult to get an E Visa? I ask as I had an issue today about this.
I lived in Cambodia for a few years, and left in 2009. Today I applied for an E Visa in Bangkok at the Cambodian embassy, only to be told that I needed a letter from the employer inviting me to Cambodia. The lady was nice enough but went on to inform me that the laws were changing and people would need a letter from a registered business in Cambodia in order to get the E Visa. I told her it was for a job interview, and she asked the name of the company, and thought for a moment, then replied that she would have to ask if they could give me the E Visa for that. A few minutes later she politely said no way.
As I am only attending a job interview, I cannot get the letter and it is rather short notice that the interview came up. I also thought it would be nice to hang out in Phnom Penh a few days to see if I really fancied moving back as well. After all I can sort this, but I was really surprised by the new rules. I dressed professionally, arrived early, and was polite to her.
Is this something other people have experienced or is it just the Cambodian embassy in Bangkok that has the issue?
E Visa in Bangkok
Apparently I am supposed to have the letter from a registered business. It seems like that would be the issue at this point.
Has anyone done this recently at the Poitpet crossing? If so, did you need to show a letter with the businesses registration number?
Is the business registration number associated with the numbers on the visa?
Just asking as I am really a bit surprised by all of this. Seemed normal in the past to get it, no hassle.

If you're coming only for an interview, why don't you simply come on a tourist visa?
Yes that is what I will probably do but I loathe to go back and forth on days off of work to sort a visa.
The less I deal with getting visas, filling up the passport, the more time I save.

Can't he get a business visa on arrival and then extend it if he gets the job offer and if he takes the job (and if the business doesn't close its doors in a week, which I hear can happen)?

Unless you're from one of the countries excluded from getting a VOA, just get a Tourist or Ordinary Visa at your point of entry, much less hassle and time. For more information on visas, check out my post in the essential information section.
