I would like to travel to Cambodia for a week then to Thailand for a week and then back to Cambodia.
I used to get a visa at the airport in Phnom Penh for one month.
Can I use this visa to re-enter Cambodia when I return from Thailand via road, or do I need to buy another one on my re entry.

Any advice appreciated.

no; you get visa,its good for 30 days stay in Cambodia, you leave, its finished, expired
come back and get another.

Yep, PhuketRichard is correct, the 1mth visas on arrival are single entry only.

IS there a way to upgrade the visa to multiple entry and what's the cost?
Or is it easier just to get a visa each time you enter.

Only 6 & 12 mth visa Extension of Stays are valid for multi-entry. In order to obtain a 6 or 12 mth EOS you need to apply for the E-type (Ordinary) Visa on Arrival and then apply for the relevant EOS, but since you will only be here a short time it will not be worth it. Just get the T-type (Tourist) VOA each time you enter....or if you want to save space in your passport, apply for the electronic tourist (e-Visa) in advance online.
