I am totally confused after reading the reviews on trip adviser, hotels.com etc.
Whenever I am Sihanoukville I stay at various good value 2-star hotels catering to Asian tourists (e.g. $12 AC room at Okada on Victory Hill and eat for $1.50 to $3 at Nana around the corner)). But my visiting friend is on a much higher budget and has business standard expectations. So far, he ends up in 4-star hotels in PNH that cost $75 a night but have room safes, big pool, beter restaurant with buffet breakfast, and plenty of (over-priced) tuk tuks on hand.
So far, *everywhere* staff at front desk is retarded. What he really wants, and is difficult to find in Phnom Penh, is not smiling, sweet staff but efficient, knowledgeable and fast staff. He is Germanic and Cambodia drives him crazy. The only place he was totally satisfied was at Rikitikitavi (foreign-run) botique hotel in Kampot.
Here are his priorities...
1. Security
2. Service
3. Amenities
4. Price (under $75)
Ideal would be near Victory Hill as he has business there, but the 2 choices closest seem substandard. And those at Ochenutal Beach - well, the heighbourhood reminds me of Kuta Beach, Bali. My biggest fear is I screw up on transportation, getting ripped off by rapacious tuk tuk drivers on the multiple daily trips in the spread out resort town. Paying $20 more than a good deal he doesnt care about. He expects a problem-free stay.

I do know of the 3-star Victory Beach Hotel, which since it is owned or managed by the same barangs who operate Coolabu or some such Aussie name hotel in a different location in Sihanoukville. They do mention a. casino on their website. I presumed they were referring to the casino in another hotel down the road. Oops, the hotel with the casino right on the beach *is* Victory Beach. I remember the huge parking lot and independent but same building casino on premises from a visit last month. Don't know where I got the idea it is foreign run. Must have been the native English speaker who answered the phone and was obviously a barang.
The other two choices were Independence Hotel - not as convenient, but one more star, and another hotel further up the hill that had mixed reviews.

We stayed next door at the Sunshine Beach hotel last February, and friends stayed at the Victory Beach hotel, run by the folks who own Coolabah. The rooms there were amazingly nice, and the service was truly top-notch. We ate dinner there a couple of times, and the food/service was exceptional for a hotel in that class. There is no such beast as a 4 star hotel in Sihanoukville. That includes the Sokha, Cambodiana and Independence Hotels.
However, boutique is done very well by The Harbor Lights Palace-Boutique Hotel.
