Each year I usually head to a non-Buddhist majority country like Vietnam for Songkran to escape the holiday. This year I was considering just loading up on booze and food and staying in my PP apartment but I'm still debating. I have no desire to go to KPS, Kampot, or Siem Reap which will all probably be overcrowded.

It's a good time to be in Phnom Penh, you don't have to stay in your apartment, though. Most western/tourist-oriented places will still be open. Head out and enjoy the quiet streets, pools, etc.

Quiet streets are definitely nice, yes. But in Phnom Penh lots of eating and drinking places are closed, although you can still find some.
Here's street 172 at 2 PM over KNY from Rustic, the only place open on the street:
Stay home, get the beers in. Chill out, trying to avoid humans and noise.

Off to the province
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
Stay in Phnom Penh, see a couple movies and head to the open bars.
After all the people return from the province I go on holidays and use my days off. The days of following the crowds have been over since my mid-twenties. Now I avoid them.
