Not stupid if you ask me - every country should give priority to it's citizens by prioritizing them for jobs over foreigners. Vietnam has 91 million people - surely there are enough locals interested in becoming pilots?
Keep in mind however, that Thai Airways used to hire foreign pilots, back in the earlier days such as in the 70s, 80s and possibly into the 90s. Once Thailand became sufficiently developed and had enough pilots of it's own, they stopped hiring foreign pilots. Perhaps once Vietnam has sufficient pilots, they will do the same. However, some Thai airlines like Bangkok Airways and Thai Air Asia still hire foreign pilots.
And if you think Cambodia and Vietnam doesn't have rules on what jobs foreigners can do - think again. As if a barang could work as a cashier or server in a restaurant for example. Barangs are good for being English teachers, managers and business owners, but everyday jobs that anyone with an elementary or high school education can do really should be reserved for locals. Besides, barangs are expensive and need work permits and all. Plus a barang server in a restaurant in Cambodia or Vietnam would look funny. Local diners would all take out their phone cameras, take pictures and post them on Facebook and Instagram.
