Visited Kampot recently, was very impressed on how the old hotel has been refurbished, but at $400 per night was empty when I was there, Went into the new casino whilst I was there invested $20 played Blackjack for about an hour we were the only ones there of course lost the lot, but cheap entertainment

freshly laid sod perhaps that was drowned out by 2 months of rain?
or just waiting until the right time to plant? i highly doubt that would be the finished product.

They certainly did. It just doesn't look right without those corner "guard towers" or cupolas or whatever you call them. I guess the top is where those $2000 a night suites are? I don't remember seeing many big rooms in the upper part of the place when it was a ruin.
