Why wouldn’t he be a wheelchair bound network engineer in Siem Reap that learns his 2nd language at record speed and sometimes works, sometimes is retired?

He will be fluent in Khmer and Mandarin on arrival, will have the most wheelchair friendly apartment, and his newly imported custom Harley Davidson with a little ramp in the back will wait for him on the airport parking lot. Smart will ensure that immigration stamps him in as both retired and employed, just to be sure.
And then everybody on the airport starts clapping their hands as Mark rides off into the dusty, piss stinking sunset, en route to host the party where no twats are allowed.

Having worked with many colleagues across the globe this is what holds them back.
As far as the average Cambodian can tell, an Indian’s English is as good as an Englishman’s. This also goes for a lot of other working Best Practices and soft skills; they just won’t recognise it.
I wasted quite a few hours fixing up bad English in documentation before realising this.
(Also, the “Indians and Chinese don’t have the skills” is an outdated stereotype that hasn’t been true in a decade.)

At the level that I work few locals would be involved mainly working across multiple AS in bgp which connect to other carriers in different countries. The documents have be spot on as one single filter/route mistake would blackout a country. Cisco the main provider of lan/wan equipment don't localise language options
