As others have said there are a couple of low profile dog places out in the burbs but it's not something that is in your face and you wouldn't come across them unless you were particularly seeking them out and I doubt Thur would have carcasses outside to advertise themselves.
On the subject of beating animals before killing them I saw a guy lightly cane a chicken to death before throwing it onto a beach barbeque in the Philippines last year. Fucking horrible death. I felt obliged to have some but didn't notice it was particularly tender as a result.

Dog meat is hot on the market now a day. A medium size goes $30 and up. Never eaten dog, but been inside the restaurants a few time, it looked and felt absolutely depressing.

There's one on 271 that I passed by for years before I noticed it. It has roast dog heads in a glass case outside so I was kind of surprised I hadn't noticed it before.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
All the dogs I've come across being served for dinner were simply killed by the good ol' piece of wood on the head, followed by a fierce cut with a knife - nothing fancy. Usually it's the nasty dogs biting the owner or somebody else ending up on a plate by the way, or those stupid enough dying in a 'collision' with a car. That's how my dog once ended up on my neighbor Grannie's plate. Seen it on a main road in Tuol Kork. Kratie has a restaurant couple streets back from river at southern end of town with a picture of a German Shepherd outside - the dog not a sheepshagger called Hans.
