The good news? It's crazy - my old landlady still has the 2 year old lease. I don't think it's been registered with the sangkat though. Anyway, she scanned it and emailed it to, thumbprints and all.

A question: is there any kind of official not linked with the MOJ who could sign a letter saying I have no record at all? Would it need to be notarised?
Yes....landlord will need to be present. Onus is actually on the landlord to register a rental lease at the sankgat. 99.9% don't because of the cost - which in theory is their cost but in practice you will pay. We paid $80 -$100 or so from memory.
You will need to square this away with your landlord because if you get there and they will not assist, you will have gone for nothing.

I always had to ask the landlord to do it & they all tweaked the contract to say it was less than $350 (I think) so they don’t have to pay tax on the rental income.
None of the landlords or landladies ever suggested/hinted that I should pay for it. They always covered the cost themselves.
Ricecakes did you pay 80-100 for the stamped lease or for the criminal check? The stamped lease should only cost a fraction of that - I’d be stunned if it cost >$10.
I know the sangkat certificate of residence in theory is free but custom is that most people will drop $2.5 to $5 for it.

It only became evident and required when we were started the Police check and had to get the Residency letter .
I am racking my brain. Perhaps the sangakt lease was cheap but we got stung on the residency letter. i think it was the lease because I am fairly sure from memory we offered to pay for the landlord to do it as if it wasn't for needing the lease for the clearance, she would never have had to do it. Certainly was not a stitch up by the landlord as she was honest and generous as the day is long.
the criminal check was $65 from memory and took a month. 2 weeks expedited was $80 i seem to recall.

biggest cluster fuck of the whole ordeal was the sangkats do not do very many residency letters so are totally unaware of what they are . First one they did the MOJ (Kim Luch ) would not accept as it was the wrong "format" .. In the end we had to get a pro forma from the MOJ and take it to the Sankgat who got more and more pissed off the more we "bothered " them

So, I have some clarity now. It seems as if it will be near impossible based on the information I have.
I found my landlord and she had the lease. However, a very helpful Barang who works in real estate and of whom my ex landlord is a client gave me some information today.
I don't know if this is true, and if you're reading this then I apologise!
The lease hasn't been registered with the sangkat as far as he knows. He, or one of his staff, took the historic lease agreement to the sangkat today and they refused to stamp it because "there is no portion on the document for their stamp."
It would cost $500 to sign a new, duplicate lease with the right sized box for the stamp.
He also mentioned trouble to the landlord if the sangkat enquired as to why it wasn't registered in the first place (tax evasion etc).
He may just be protecting his client, he may be genuine. Either way I've run out of energy.
I'm going to compile all of this insanity into a letter, send it to the government department's vetting team and request that a stat dec be utilised because of the difficulty associated with getting a criminal clearance certificate.
